It is called "Call the Headless Horseman" and is received by clicking on the pumpkin in the Scarlet Monastery Graveyard instance (the farthest left of the four entrances). Quest 2 (Scarlet Monestary): The quest to summon the Headless Horseman is a daily just like any other. The reward is 3 x Hallow's End Pumpkin Treat. It is my opinion therefore that you just need to get the quest when the Horseman comes, wait around until he leaves, help put out the fires and then turn the quest in. The problem with this is unless you formed a fire chain (the buckets can be passed from person to person) or you had a great many people in the village, you can't put out the fires faster than the Horseman can start them. Quest 1 (Razor Hill):When he comes to Razor Hill, he flies around above the village for a few minutes while people are ostensibly supposed to be putting out fires with the water buckets in a quest called "Stop the Fires!".
